Built in 1952, the building is one of the newer Civic Buildings built by the newly independent republic for the already diversifying State Bureaucracy. The building symbolizes the start of the shift of Civic Architecture (Philippine Architecture generally) from its neoclassical/colonial trappings to the development of a separate Philippine Modern Architecture.

This is what I imagine we could have in Manila that would link the CCP Complex to Luneta Park to the Walls of Intramuros, Chinatown and back. Just imagine watching a sunset from an elevated park which runs from the Coconut Palace along the water to the Met Museum and all along the east side of Roxas Boulevard until Luneta up to the walls of Intramuros and thru Lawton and Binondo.
It’s not too difficult to realize, is it?
